Coordinating Council of Heads of Tax Services of the CIS countries (hereinafter the Council) was established on May 31, 2001 in Minsk (Belarus) by the decision of the Council of the Heads of Governments of the CIS countries.
The Council was created with the purpose to provide favorable environment for the coordinated work of the CIS countries’ tax authorities. The mandate of the Council includes:
- Effective cooperation between tax authorities of the CIS countries;
- Development of initiatives to improve and harmonize domestic legislation in the area of tax policy and administration;
- Assistance in implementation of inter-government and inter-state agreements and decisions in the area of tax policy and administration.
The Council’s meetings take place once a year. The Council’s Working Plan for the next year and decisions are taken at these meetings. Council’s Chairmanship is rotated according to the Russian names of the states.
The Council’s work during a year is carried out by Working Groups. Currently there are 5 Working Groups (WG):
- WG on exchange of information (chaired by Russia);
- WG on the analysis of CIS countries’ tax legislation (chaired by Belarus);
- WG on tax audit in CIS countries (chaired by Russia);
- WG on taxation of small enterprises in CIS countries (chaired by Kazakhstan);
- WG on the taxation of income and property of individuals (chaired by Russia).
By now 21 meetings of the Council have taken place. Last meeting was held on September 25, 2014, in Yerevan, Armenia. It was chaired by the Minister of Finance of the Republic of Armenia.
Upon this meeting Minutes of the Meeting № 21 were signed by the parties.
The Council’s Chairmanship was passed to Belarus (the Chairman for the year 2014-2015 will be Mr. Vladimir N. Poluyan, Minister of Taxes of the Republic of Belarus).
The next meeting of the Council is scheduled to take place in Kazakhstan in 2015.
