Vladimir Putin Called the Governors for a More Active Support of Small and Medium Business

Chairman of the Russian Government Vladimir Putin called governors and municipal authorities to support entrepreneurship more actively. This conversation took place in Cherepovets on the Inter-regional Conference “Russian North-West social and economic development strategy till 2020. Agenda for 2011 – 2012”. It was reported by the Government of the Russian Federation official website.

Saint Petersburg was mentioned as a positive example of overcoming administrative burden and business support programs implementation. Today a complete pharmaceutical cluster is being formed there, Prime Minister said.

“We have to give dues to Saint-Petersburg’s management: first, production sites were settled, second, income tax rate was decreased to 13,5%, companies are completely tax exempt on property taxes, tax holidays are stipulated. A complete package of measures was taken. Is there a result? There is. 9 projects with a total investments scope of 25 billions RUR are currently carried out. First production lines will be started already in the years of 2012 – 2013” – summarized Vladimir Putin.

At the same time Head of Russian Government noticed that only some of the region are ready for supporting small and medium business. In Arkhangelsk in Kaliningrad regions for example a decision on a reduced rate in simplified taxation system is still not made, Vladimir Putin mentioned.

“It’s understood that each region has different starting positions, but all of the subdivisions of Russian Federation have the opportunity to set the priorities correctly, to organize the investors relationship, to liquidate inefficient expenses and to begin investing in development programs and supporting small and medium business” – Prime Minister said.

Vladimir Putin also specially outlined that business climate conditions in the region will be regarded in estimation of regional management teams.
