The importance of digital maturity of tax administrations to support business in the new environment was discussed at the IOTA General Assembly

The future of tax administrations after the pandemic was discussed at the 24th meeting of the General Assembly of the Intra-European Organization of Tax Administrations (IOTA), which took place virtually. Daniil Egorov, Commissioner of the Federal Tax Service of Russia, spoke about new IT solutions for seamless tax administration. 

“The level of digital maturity has become one of the determining factors for overcoming the challenges of the pandemic. We need to design IT solutions that will allow us to provide services as quickly as possible and support taxpayers. At the same time, they must ensure business continuity of tax administrations”, said Daniil Egorov. For example, the Federal Tax Service of Russia has developed a block chain platform for cooperation with banks and businesses that apply for incentive loans. FTS of Russia also launched an online service that allows companies affected by the pandemic to receive subsidies. The service enables taxpayers to send an application and follow its review progress. 

Daniil Egorov noted that the changing conditions modify the role of tax administrations. Now they are transforming into digital platforms that provide data to both government agencies and entrepreneurs, help government to monitor the economic situation and provide support to citizens and businesses. To make doing business more comfortable, it is necessary to further reduce tax reporting, automate tax calculation, establish convenient digital tax regimes and develop analytical tools in control work. 

150 delegates from 44 IOTA member tax administrations participated in the General Assembly. Jérôme Fornel, Director General of Public Finance of France, Catherine Palm, Director General of the State Tax Agency of Sweden, Paolo Barbantini, Deputy Director General of the Italian Revenue Agency, and Peter Green, Head of the Secretariat of the Forum on Tax Administration of the Organization for Economic Cooperation and Development (OECD) also made presentations at the meeting. 

The day before, the administrative session of the General Assembly took place, where amendments to the IOTA statutory documents was approved. The participants also discussed priorities of IOTA program for 2021, which include tax compliance, improving the digital delivery of services to the taxpayers, introducing new technological solutions in tax administration and increasing capacity of tax administrations.
