The development of tax administration through information and communication technologies was discussed by the Commissioner of the Federal Tax Service of Russia, Daniil Egorov, with the Chairman of the State Tax Committee of the Republic of Uzbekistan, Sherzod Kudbiev, at a bilateral meeting.

The Russian side shared its experience in whitewashing the administered environment to ensure business climate transparency. This was facilitated by the Analytical VAT Platform established in 2015. It made it possible to completely change the procedure for controlling VAT declarations, automate tax procedures, and minimize human factor influence during audits.

The Deputy Commissioner of the Federal Tax Service of Russia, Alexander Egorichev, spoke about the basic principles of the system. This is an automated comparison of information about purchases and sales of counterparties, which are submitted as part of the VAT tax return. The analytical tools of the Analytical VAT Platform monitor VAT-subject transactions across the country and identify the chains of movement of goods with the formation of added value.

 "Thanks to the Analytical VAT Platform, it became possible to shift the focus of tax administration to the prevention of tax offenses rather than combating their consequences," said Alexey Kasyanyuk, head of the Desk Audit Directorate. The Federal Tax Service improves the operational capabilities of the system by expanding the functionality of building chains of operations, establishing criteria for determining the roles of their participants, and detailing the flow of goods (including traceable goods). Sherzod Kudbiev expressed interest in the Analytical VAT Platform and outlined the possible prospect of its implementation in Uzbekistan.

The experience of establishing and implementing the Online Cash Register system was also presented to the foreign colleagues. The new cash registers enabled online monitoring of macroeconomic indicators since information on sales, including the names of goods and services and their actual prices, is accumulated in the system in real time from all outlets in the country. Thus, it reflects the real status of the economy.

The head of the Operative Control Directorate, Vladimir Maltsev, noted that today, within the framework of the Online Cash Register project, it is possible to classify goods by name in some product groups. In the future, it will be possible to outpace the probable type of economic activity of a legal entity or individual entrepreneur in terms of goods and services sold. It will be possible to use this information when making decisions about providing support to economic entities.

During the visit, the delegation of the State Tax Committee of the Republic of Uzbekistan also visited the Federal Data Processing Center of the Federal Tax Service of Russia in Dubna. Its capacities make it possible to provide storage and access to huge amounts of data on the activities of taxpayers and to centralize the flows of information into a single system.
